Bill has spent the last 30 years in the energy industry – the last 20 delivering consulting and technology-related services primarily to commodity supply, trading, and marketing- related operations. His areas of expertise include risk management, business process/technology integration, technology implementation, governance and controls, internal audits, risk audits, organizational design, business development, financial analysis, and structuring.
He has originated and delivered engagements independently, with Ernst & Young LLP, and in conjunction with other firms. Bill co-founded and for 11 years led Spectrum-Prime Solutions, a boutique commodity trading and risk management software solutions provider, delivering trading and risk management consulting services and full life-cycle custom software to 25+ energy clients. He also led financial structuring and credit risk teams at Reliant Energy for 3 years. His energy experience began with 9 years at Koch

He has consulted to refiners, utilities, retail power and gas marketers, midstream oil and gas operations, domestic and international pipelines, international gas utilities, and more. Representative engagements include: business process assessments and redesigns, trading/risk system implementation support, development of market and credit risk management policies and procedures, benchmarking studies, international gas storage and competitive gas market study, internal audits of front/mid/back office operations, diagnosis and corrective actions for financial forecasting, litigation support, KPI design, etc.

Bill earned an MBA (Finance) from The Wharton School of the University of Pennsylvania, an MSE (Mechanical Engineering) from the University of Texas, and a BSE (Mechanical Engineering) from Duke University. He is a Registered Professional Engineer (Texas - Inactive).

- Structured the first retail electricity transaction in Texas (Texas GLO)
- Marketed Spindletop salt dome to ~20 natural gas storage developers and operators, closing with AGL Resources and becoming Golden Triangle Storage ($350 mm investment)
- Negotiated and closed methanol supply and product offtake agreements to support new MTBE plant
- Built the business case and operational infrastructure for Koch’s Producer Finance Business
• Developed business plan for commercial “Zero-G” aircraft
