PHILLIP J. GOOTEE - Associate
Phil Gootee has decades of experience related to Regulatory Compliance and Advocacy, Risk Management and Capital Efficiency, and Executive Management Consulting. He also is Alliance’s lead subject matter expert on Organized Power Markets (aka markets run by Independent System Operators (ISOs) and Regional Transmission Operators (RTOs)) as well as capital management in cash-constrained companies. He also supports much of the Company's governance activities.
Phil's career in credit and risk management spans several industries and includes senior management positions in the Oil and Gas, Manufacturing, Commercial Finance, Venture Capital, and Credit Risk Modeling arenas.
He is also one of the pioneers in the design and implementation of the credit and risk management requirements for trading in the physical and financial markets administered by two of the major Wholesale Power Markets. (NYISO and MISO). Trading volume in these two markets approximate $50 billion dollars annually. In 2021 and early 2022 he was Credit Manager at PJM, which had trading volumes of $54 billion in 2021.
On the retail side, Phil has consulted with utilities and industry in marketing, pricing, strategic planning, and held senior credit positions within Mobil's refined products and packaged goods sectors. He then moved to the manufacturing sector as the Director of Dealer Financial Services for Harley-Davidson Motorcycles. He was then asked to join the ITT Commercial Finance Group to assist in establishing their Canadian commercial finance operations, headquartered in Vancouver B.C. He subsequently held various operational and senior management positions within their Los Angeles, Dallas and Houston Regions.
From 1984 through 2001, Phil was the Director of Strategic Operational Services (SOS) and founding partner of its sister company, Alliance Capital Group. SOS provided specialized consulting services to distressed companies. Alliance Capital Group provided the venture capital and collateral management solutions required to ensure the successful rehabilitation of their client companies.
In 2001 Phil became the original Credit Manager of the New York ISO and subsequently was asked to become the first Director of Credit and Risk Management for the Midwest ISO. Through his in-depth understanding of the RTOs Governance Process and his close working relationship with the respective RTO Working Groups, he successfully led the development and implementation of the credit and risk management policies and procedures imposed upon all market participants wishing to participate in the physical and financial markets operated by these two RTOs.
In 2008 Phil was recruited by Global Credit Service, a privately held credit reporting and risk modeling software firm headquartered in New York, to become its President. Under his leadership, GCS redesigned its’ product offerings and marketing approach, reduced operating expenses by 20% and secured its second round of financing. He completed his contractual contribution in 2010.
He has provided consulting services to a variety of clients including the Committee of Chief Risk Officers (CCRO), NRG, and NASDAQ OMX Commodities Clearing.
Phil has a B.S. in Industrial Economics from Purdue University and an MBA from the University of Wisconsin.
